Im having Logitech Game Racer Turbo, and I had a problem with saving setting of this gamepad after game restart... Finally I found a solution, that works for me.
If you open the file "controls.NFS11Save", which is located in c:\Users\[username]\Documents\Criterion Games\Need for Speed(TM) Hot Pursuit\Save\Default\ directory, with you lovely text editor, you'll see that it contains some sections.

1. Section with common settings

[Configs]
NumConfigs=3
0=KEYBOARD
1=USB Gamepad
2=PC TWIN SHOCK

2. section with settings for your keyboard. It starts with

[Controllers_KEYBOARD]
NumControllers=1
0=0,6F1D2B61-D5A0-11CF-BFC7-444553540000,6F1D2B61-D5A0-11CF-BFC7-444553540000,2
[Config_KEYBOARD]

3. As I have understood - section for common settings for all your gamepads

[Controllers_USB Gamepad]
NumControllers=1
0=0,BA4C1070-FF83-11DF-8001-444553540000,00030810-0000-0000-0000-504944564944,0
[Config_USB Gamepad]

4. Section with last gamepad you have connected (this settings you'd like to use always )

[Controllers_PC TWIN SHOCK]

[Config_PC TWIN SHOCK]

So, after last three sections you can see the definitions for the keys on gamepad or keyboard, you use for different game controls. The thing I have done is a little cheat, but it worked fine =)
I've replaced the default settings (section 3) with gamepad settings I've made during last game launch (setion 4). And that's the magic ;)
